win2000 usrobotics modem problem

Found that a USR modem (with a win2000 upgrade)works OK in Win2000 so long as it installed BEFORE Sp4 is installed.{ SP3 or higher required by MSN8.5}
Had to reload Win2000 for another problem and loaded SP4 before the modem. Computer will now not recognize the modem existence although settings\modem says its there.
Modem will not run Any ideas other than re-formatting and adding win2000 + modem before SP4
 
have u downloaded and installed the latest drivers for it.

Under device manager does it show up.
try running diagnostics on the modem.

Thank you for your suggestion. I had already downloaded upgraded drivers and applied them per Robotics info(see below). Did nothing. I applied them via settings\change hardware as drivers in a floppy. For the 1st time Device manager showed the modem installed but 'Not functional'
My WIN200 CD is somewhat old and the modem(recently purchased) is not shown in the CD USRobotics list.
The USRB instructions how to add the upgraded drivers doesn't really exist and in actuallity did nothing.
I noticed in some other WIN2000 problem listing that other have found things changed for the worse when SP4 is added to an existing Win2000 set up. However to to use MSN8.5 or MSN9, SP3 or higher must be installed.
