Win XP Pro Won't Reboot and Misc Errors

Hello, My Dell 2400 Win Xp Pro locks everytime I Reboot or Shutdown. Also, when using IE or Windows Explorer I get the "Windows(or Internet)Explorer has encountered a problem and needs to close". Does anyone have any ideas. I already ran chkdsk /r & sfc /scannow. They both started happening at the same time. Thanks....
 
My first response to this is to make sure you don't have any viruses or spyware on your machine that could possibly be causing your machine to freeze upon reboot or shutdown. AdAware, Spybot, MS Antispyware are good programs and are free as well. If your machine is clean try this other step. Go to start, run, msconfig. Go to the services tab and at the bottom click "disable all". Then reboot your computer or manually turn it off and on if it locks up. Once windows loads up completely, try rebooting again to see if it locks up. If it doesn't lock up, one of the serives that are running is causing the problem. Go to this link to determine which services you need and don't need. Hope this helps.
 
Do you have this problem in Safe Mode?

If they don't work you could try repairing windows by running it over itself. You will lose all your windows updates but your files will be untouched.
