win 98 stuck in reg/config error 1

I need to wipe out ewverything on an older system 64 megs of memory - pentinum something or other - 166 Processor...

It was running win 98 fine but I could not run scan disk on it - got some kind of errors on the disk and could not repair them...

Then it goes into a 1-6 menu that auto selects option 5 to command prompt only..after a long time I get a c prompt...

When I type: fdisk and hit return I get a: data error reading drive c - abort retry fail...

How do I start from scratch - reformat the drive and reinstall win98???

HELP PLEASE THIS IS KILLING ME I'LL NEVER SLEEP UNTIL I FIGURE THIS OUT....

(I think I made a win98 start up disk before this locked - but not sure if its good....)

I must have a bad win 98 start up disk - can I download one from somewhere?

Thanks Tektippy!!!

The link helped me understand a few things I had to change the boot up to boot drive a to read the set up disk to reformt the bad c drive! WIN 98 is loading on my system now...
