Win 2K Standard to SBS 2003 migration

I have a customer with Win2k Standard. I'd like to migrate the domain, users, etc and all the data to the new server with the new os on it. What is the best way to do this?
 
I believe your best bet would be to:

1.Perform a good backup of the existing server.
2.Install windows on the new server, install AD with the same settings as the old server, same computer name, same domain name etc.
3.Make sure the old server is disconnected from the network. Perform a restore of your backup to the new server.
4.Once you are certain the new server is functioning properly with the values of the old server and you can login and the event logs are clean.
5. Proceed with the rest of the SBS install.
