Will Microsoft Excel 9.0 Object Library work with Excel 2000?

What is the best library to use for excel 2000? I can't seem to locate the Microsoft Excel 10.0 Object Library on my computer.

The 10.0 is the library for XP users. 2000 is 9.0 as its library. I have a problem (using VBA) if I create something the library is 10.0 so i change it to 9.0 on someone elses computer. But then if I open it again, it changes back to 10.0. It will not automatically go back to 9.0.
