Will following be a problem on sending mail ?

Dear all Professional:
I read some papers that the following will have problems from sending mail if turn it on or off (normally by virus):
regsvr32 /u msoc.dll
Will it be the situation? Please help since I sometimes facing on this problems on sending mail by outlook express.
