why wont download + webscan run?

OS:w2k with no extra service packs
virus scan 5.1
stand alone machine
I have reinstalled

I resolved the problem of avsyncmgr not starting up, due to admin rights. but now that its running, the download scan and the webscanx dont work. I can right click the systray icon and see that no files and no pages are being scanned. i installe dthe same thing on a win98 machine and it runs fine. whats the problem?

Was it enabled in the properties pages? AVChap
... take my advice, I don't use it anyway!

Yes its enabled. I have followed the same steps as my win98 machine, the properties say its enabled and everything, but its not scanning any files or websites.
