Why the Late NDRs on Reboot

Hi all,

I have a MS Exch Server 2003. When a reboot the server I have been getting several(5-10)NDR's coming in all at once. Some relate to messages sent as long as 3 weeks ago. Does anyone have any idea as to why this is happenning and what I can do to resolve. They are getting stuck somewhere and then released on reboot.

The NDR is as follows:

Could not deliver the message in the time limit specified. Please retry or contact your administrator.
<exchmail.KINEFAC.LOCAL #4.4.7>

I monitpr the queues frequntly and did not see nay late NDRs out there. It seems strange they all came in when system was restarted.
