Why picture imports bitmap in Quark?

In Quark 4.0 - when I import any file (.EPS, .JPG) it appears on screen and in print as a bitmapped image. These files are NOT improted at larger than 100% of their original size.

Also, I get a warning notice when I boot up Quark:"Quark POCE Xtension requires the Pantone Responder & ColorSync 2.0 or later."

How can I get these two files? And do you think they have anything to do with my bitmap image problem?
 
You are probably printing to a non-postscript printer. When you place a file in Quark, it generally creates a preview bitmap, which is what you see on screen. If you print to a postscript printer, it will refer to the original files and print them correctly, otherwise, it just uses this on-screen preview.
