Why is Win2k not saving my password settings?

I have a computer in a classroom that i have three accounts set up on: administrator, teacher, and student. both the admin and the teacher have admin privelages, and the student is a restricted user. every morning when the comp. is turned on it won't let the teacher or student log in, saying the username or password is incorrect. the student account doesn't have a password, but after i go in using admin and change the password for the teacher everything works...for the time being. why won't windows hold those settings? it's getting really annoying.
 
Set the local policy to now allow users to change their passwords. Perhaps someone is sneaking onto the systems and changing the passwords without anyone knowing.
 

i had them both set to not allow password change, but maybe i should change the teacher's access to restricted user instead of admin for a few days and see what happens. someone may be using his account to change the password. thanks.
