Why is this LAN Slow

I have a windows 2000 server that has a 100mb connection to a switch and from the switch i have about 45 computers running windows 2000 professional with 100mb cards. I just setup an FTP server to test some download speeds from the server and the speed is around a 1mb/second. why isnt it going higher then 10mb? i have tried adding some routing information on the client but that doesnt seem to make a difference.

route add <serverIP> <gatewayIP>

My default gateway also is an Interet security firewall that i do not have access to. we need to use this as our gateway or we cannot use the internet. my network segment is also its own domain, i use my windows 2000 server as my DNS server and all clients have static ip address's.

the switch is a 3com 3300 superstack and all computers are running at 100mb, based on the color of the lights. Is there some way to re route my network to get my intranet speeds higher?

also when i start downloading from my FTP server it will go as high as 10mb then it slows down to 1mb, the burst is in the first 2 seconds of a download.

it sounds like you are being throttled somewhere... Check the FTP software to see if there is any kind of throttle for downloading?

I am using windows 2000 server's IIS FTP Server, i just checked the properties and cannot find a throttling control anywhere, i am also loging onto my ftp server from Moxilla Firefox
 
Sorry i did just find the IIS Enable Bandwidth Throttling and it is unchecked.
 
Have you check the speed / duplex settings on your server and workstations? We run Cisco 10/100 switches here and they are rather picky about matching the port settings to the NIC settings.

OK, I made a crossover cable with cat5e cable and connected it to my Windows 2000 Server and my Laptop with Windows XP pro. I set both of my cards to 100 FullDuplex. The rest of my card configuration is displayed below.
I also downloaded a demo version of WSFTP and connected to my FTP server to see if Firefox was some how limiting my downloads, but it hasnt my downloads still burst then level off at the same speed. This is a direct connection to the server no switches involved.
