Why can't others use this newsgroup?

Hello All,

When I'm at work and I want to show others this newsgroup, I type in

http://www.tech-tips.com

and it comes up "Tech-tips is under construction". However, I am able to use this newsgroups from my computer? Why is this? I think this is a great newsgroup and I would really like to share this reasource with others. Has anyone else had this happen?
