Why are scheduled tasks processes but not applications?

When I schedule a NAV scan, I'm lucky if I can get it to run in the background (shown as a process in the task manager, but not an application) - likewise when I test the scheduler with calc.exe. Strangely, the liveupdate component of NAV is working via the scheduler.

Very hard to find fixes for this. Only scant mention of the same problem, without concrete solutions.

I'd be grateful for input from anyone with experience with this problem.
