I have a program (Programming editor for Parallax chips) and if I create a new file and save it I can access it from the program but not from anywhere else. If I search for it I either don't find it or there is a shortcut in my profile under roaming but if I look at the properties of the shortcut it says the target is where I would expect it but the shortcut can't find the file. I know it's on the computer because if I shut the computer off and startup again I can access the file in the editor.
HELP..Please.

The answer is "42"

Are you using Vista's Search to locate the files?
Have you set the Preferences correctly, via Advanced Search/ "Location" (try Everywhere) and "Include Non-indexed, hidden, and system files"

Typing "Tips for finding files" in the Help and Support program might be helpful too.

I don't mind admitting I sometimes give up on the Vista Search engine and use Agent Ransack as my search program.
