When putting HTML in Dreamweaver . . . link doesnt always work

I have no idea why
But when I do the exact same thing over and over again- sometimes it works and sometimes it doesnt
I'm trying to put banners on the site

Usually it just comes out at the pic of the banner but not a link to the site

You can tell anythings wrong because, as soon as I upload I go and check if its working- if it doesnt work- then I take it off. I have only one working banner. Its in my portfolio- then glamour section.
Thats the only one I can get to work!
