When i try instaling it says error .PLS help

When i instal it loads and then i lik next on any application and it says error 2889 licenseagreementDlg, license agreement text.
it will not let me install now and it happend when i uninstalled a program and it told me to restart the computer and i ran the .exe agian to install it. then it never stop poping up sense.
