when i press send/recv button outlook hangs?

Check with your ISP to make sure your settings are right.
Did this work before and just stop working?
What else is running while you are sending the email? Sometimes even antivirus settings can cause something like this.

I had an issue like this the other day. however i could not send or receive and had mail sitting in the out box waiting to go. I was getting an error to do with the MAPI32.exe at the time. after re-naming a few of the MAPI files found in the system32 dir and repairing outlook from the microsoft outlook cd which didn't fix it I decided to delete the mail sitting in the outbox and the mail starting working again.
