when i click in control panel it flashes

in my windows 2000 when i click in control panel it flashes for 2 sec but no program closes.
In event viewer shows "The shell stopped unexpectedly and Explorer.exe was restarted."
my sophos antivirus shows no virus!!

If anybody can help, please do!!!
