The Microscanner Pro from Fluke is a very good tool for doing your network cabling. I find it too costly to use on the voice side of the house though, so we just use Progressive tone and amplifiers.
I use a progressive tone generator and a fluke microprobe wand. It is much more sensitive than the progressive. If you are working with digital phone lines, the cheapest tone generator is the best. I've had the fancier ones smoke after being connected to a digital port for a shirt period.
Microscanners Test All-IV works very well. Not only is a tone generator for both 2/4 pairs, but also does footage, contintuity, etc... and a few other features.
Hope this helps,
Chris
