(At the most basic level) it is an API that allows you to develop applications for searching resources (files / websites mainly) for text strings.
Its very good, and very fast. The site at jakarta has more information and tutorials on it. A very good commercial plug'n'play webapp implementation is called "searchblox" ( - I think).
