It does not bundle with MM. It's a seperate server that allows integration from other VM platforms to talk with MM. If your environment is full MM, then MNS is not required.
It can be referred to as the modern day Interchange...
It's a fairly expensive component if you need to talk with legacy VM platforms.

The S3210 is very cheap under 14,000.00 the S3400 version is the high dollar one if you want to use lists.
