What does that green bar mean?

Hi... recently my Win98 has been crashing out after loading simple apps. It just crashes to a black screen with a green bar at the top and wont respond to anything except a manual reset.
SYS Spec:

AMD Athlon 2100XP
512MB PC2700 DDR RAM
ASUS A7V333 Motherboard
GeForce 3 Ti500
Soundblaster Audigy
400W PSU

most of which is brand new

Ok its not a green bar as such... more of something that looks like this: ||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||

only in green on a black screen and more closely packed.
