How did it fail? Did you get an error message?
You might have a problem installing VFP 8.0 on a Windows 98 system. If you are trying to do that, come back and I will give you step-by-step help.

I Search with : system requirements but did not got the data you give to me now.

Yes, I tried on a Win98 OS. Don't remember the exact errors but prerequisites failed.
Than I tried from ->start ->run d:\setup xxxxx where xxxx i don't remember exactly what to put there. ( I am on other location machine now).

With Win 98, you need to copy a file called GDIPLUS.DLL into your system directory. Search for this file on your hard drive; chances are good that it is there somewhere.
Also, re system requirements, this is printed on the bottom edge of the VFP 8.0 packaging.

Why not Windows 95? What is missing there that is needed for VFP apps?
I thought that practically all the UI Shell upgrades added in Win98 also came with the IE upgrades for 95. Or is it just that MS officially doesn't support 95 anymore at all?

Two things - yes 95 isn't supported, and I believe it's lacking some kernal API capabilities to made the GDI+ stuff to work. Note: That doesn't mean that you can't create a trivial app that can run on Win95. (Even if it's created on an unsupported Win98 system!)
However I don't believe you'll ever get the VFP 8.0 dev environment to ever work under W95 - even with the "copy" trick.
