Weird XP mail problems

In Outlook Express I can receive mail but cant send it. I get a message saying SMTP server has timed out Error No. 0x8000CCC19.

Here's the weird part when I go to web based mail like Hotmail & Yahoo I cant get past the login screen. Any ideas?

What account are you using in Express? Is it Yahoo or what?? And why cant you get past the login screen? Bad password? Jay~
