Weird problem, with connecting to MetaFrame

I am having this problem that I can not figure it out.

I have an environment that is totally isolated from the rest of my network and it has its own Citrix farm. I have published Program Neighborhood on my production Citrix farm and my Developers and QA folks use that to access the QA farm. The problem that I am having is that some people are getting this error when try to connect to QA (Network or dial-up problems are preventing communication with the Citrix MetaFrame server), and it keeps popping up the window with this error over and over, then when they close all of the error windows and wait about 10 minutes the QA application will launch. I did my own research and everything that I have found points to a Licensing problem, but I am not getting any errors in the event log. I have tried everything that I have listed below, but none of them have resolved my issue. My QA farm is XPa running on Windows 2003 and I have Windows 2003 TS licenses installed on the licensing server.


Things I haved tried already:
Make sure user has write access on the workstation
to: HKEY_LOCAL_MACHINE\Software\Microsoft\MSLicensing\Store

To force a TS cal to be replaced on the client,
remove this key: HKEY_LOCAL_MACHINE\Software\Microsoft\MSLicensing\Store\LICENSE00x

Network or dialup problems are preventing connection to MetaFrame server

That error usually is a licensing issue, however as you have tried most of the stuff associated with that, could it be a network issue?

I am assuming the two farms are on the same LAN(ish) is there a firewall in between or something maybe a router that is getting flooded ?

The QA environment is separated by a firewall, I have already had our networking and security guys check there equipment and they have said that there are no issues.
 
Do they have offline folders switched on. I have seen this also cause this issue.

There were a few of them that had this turned on, but when we turn it off the issue still exists.
 
I think you have to re-boot after.

I think it may be time to turn the logging on on the client then and see what you get with that.
