Has anyone experienced problems with IGAR suddenly taking precedence even though there's sufficient bandwidth between sites?

We noticed traffic to one Network-Region was only using IGAR to get there, even though we had Codec sets and CAC limits in place. The WAN had low utilization, and we could call other sites just fine.

During troubleshooting, in the IPNR screen I chose PSTN to force the calls to use IGAR to remote site (like they had been using for some reason), and when I set the codecs, and CAC limits back in - it started working normally again (not using IGAR).

Very odd... We had to go through 50% of our locations and remove and re-add the settings so they could call that (1) NR in question.

Just curious if we tripped on a bug or something.

Software Version: R015x.02.0.947.3

There are several igar fixes for this load in service pack updates.

latest is cm5-947.3 17834 (SP4) - 01 Feb 2010

other option would be upgrade to cm5.2.1 with 18475 (SP5)
