Is there a way to automatically change the language on a website to display a different one. i.e. from English to Japanese????

I thought I read somewhere that Windows XP or 2000 did this or was it Internet Explorer that did it? I don't remember.

Short answer, NO.
The interface language can be changed, contents is depending on their server, all you can do is get one of the online translators, see google

There used to be a site called babelfish but I think it was bought up by someone and integrated into their software.
 
Automatic translation has its perils. New Scientist reported a case where a routine French menu for cooking Avocado Pears became a bizarre formula for cooking lawyers in English. Both are avocats in French.

Actually, if you install a second language for the GUI, in internet explorer, you can go to Tools>Internet Options and on the first tab(on the left) there should be a button towards the bottom of the dialog box labeled "Languages", click that, in the dialog box that then appears you should be able to set the priority of the languages(top has highest, bottom has lowest) if the web-page you're viewing can be displayed in more than one language, and the language you have is supported, internet explorer will display it in that language. Remember though, if you select multiple languages, IE will go down the list to the first language it can display the page in. You'll find using sites like yahoo, google, etc, that you will have little or no problem displaying them in a different language. As far as translation quality, I'm just a programmer/tech/network tech, linguistics isn't my thing. Hope this helps.
 
Also, any text that is, or part of, a graphic image will not be translated.

There's always a better way. The fun is trying to find it!
 
Indeed, the same also applies for text contained within Macromedia "Flash" files, aswell as Adobe PDF's and various other formats. Unfortunately there is no one-thing-fixes-all multi-lingual solution here, atleast, not to my knowledge. :/
