want to send personalized emails from a DB of email address

is VB the way to go for this?

basically i want to pull email addresses and the names of the people i want to send the emails to from a DB.

Then put together a personalized email (with each recipients name on top) and then send them out saying their from various people depending on what is stored in the DB.

Is VB the way to go for this. I have never used VB, but have noticed that this can be done in an ASP webpage using VBscript, so I was wondering if there was a way to do it without the website.

Any help, advice, sample code, starting point...anything would help.
