Wallpaper through Group Policy not showing correctly

I have a group policy that controls the desktop settings, including wallpaper, for most of the users on my network. I am running into a problem where the wallpaper doesn't show up correctly on some machines.

Some machines only get the top inch of the wallpaper, and the rest of the screen in black. Generally, changing the color quality between 16 bit and 32 bit will resolve the problem, but only temporarily. Once a new wallpaper image is selected, the majority of the screen is black once again.

Has anyone run into this before? Any thoughts on a resolution?

I've run into it before, i was having a very hard time getting the right desktop to show. to solve it I created mandatory profiles for the over all look of the desktop. and i used GPO to manage the start menu and other settings.

Check your DNS too, that was another problem when i was rolling out a new GPO.
