Wallpaper Restriction

I need to restrict the ability for users to change their wallpapers. I have already set the group policy to stop access to the appearance tabs, but how do you remove the 'set as wallpaper' option when you right click on a .jpeg or other files??

Use RegEdit and navigate to:
HKey_Current_User\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop

Locate or create the DWORD value NoChangingWallPaper and set its default value to 1.

Be sure to backup your registry before changing anything.
