Wallpaper at Log On and Lock Up 1

I have seen this before but cannot find it on the search.

I have a user who has a default wallpaper on when he is working but at log on or when he locks the machine (ctrl alt delete and K) he sees a totally different wallpaper.
We wish to remove this second wallpaper and I'm sure there is an easy way to do it but can't remember how?
Help anyone?

was it this thread you remember? The solution was simply to delete the image (in this case a jpg) that initially shows up. However, there are some other useful comments that could help (Active Desktop?)
