W2K Pro - desktop icons missing for non-admin users

We have a manager who asked to have his palm software installed. after installing the software and logging into the domain under his account, he has no icons or start menu.

If we grant him admin privs, and login - everything is back to normal - remove the privs - the icons go away again.

I have read an article talking about the c: drive or systemroot having the read access removed for the everyone group causing this problem, but this machine is not NTFS, so there is not a security tab for me to see these type of permissions.

I have also checked on the shdocvw.dll file, but did not have a copy in the winnt folder (only the system32, where it should be)

I also tested logging to the machine with an unpriv'd account - one that had never logged into this machine before, and did not get a desktop for it either.

any suggestions?

Did you ever resolve this issue? I have a friend with the same problem. He is missing all icons and his start menu.
