VPN Client V4 - Immature Navigation

Another error, this time with the Cisco VPN Client version 4. The user is having various difficulties connecting to the remote Concentrator 3000 over a broadband link. The most recent issue is an error with the client. Apparently, the log in box appeared for a brief second after the VPN Client was started, and then disappeared. The Client Log shows this:

IKE/0xE3000099

Immature Navigation Termination due to error (Navigator:198)

Anyone know how to resolve this?
