vpn between cisco 836 and cisco 837

Hello, I have one doubt about routers Cisco 836 and cisco 837 and different people give me different answers.

The question is I want to make one vpn between two small office (3 people in one and 2 in the another one), for that I have one router cisco 836 (ADSL over ISDN) in the first for access to internet and one router cisco 836 (ADSL over POTS) in the second also for access to internet, I have one static ip address in the first location, and dynamic ip address in the second (there's no possibility to have a static one). Some people told me that I won´t be able to make a vpn between the two sites because I don´t have static ip address in the 2 locations, but this seems strange for me, because with worse routers (no cisco) I could do it.

Could anyone help me?
