VPN and server 2003

I upgraded fron server 2K to 2003 .
I had VPN setup and working on win2k and now when someone tries to VPN in it looks like its tring to connect but fails with error 721.
dial up that parts works fine.
I removed the rass server and re-configured it and still the same thing.
I want to use PPTP not L2TP or IPSec, The L2TP and or IPSec looks to be causing the issues but just can't figure it out.

I know its not the router (I switched it out with a known good system and the same thing.

This has something to do with server 2003..........

Error 721: Remote PPP peer or computer is not responding. If you have tried many thing other people suggest like rebooting, reloading hardware and re-installing the VPN or dial in connection, you still get the same problem. I will suggest to check the router settings and make sure TCP Port 1723, IP Protocol 47 (GRE) are opened. Also make sure that the router has the PPTP enabled and not firewall block the traffic. On the RAS server, check the DHCP settings.

I know its not the router as in my message that I have tried a known good router and the orginal router both do the same.

Also I use a set of static IP's (a range of 15 ip's) and do not use DHCP as my router handles that part.

If 2k3 works the same as 2k server on the VPN side then nothing should had changed on the router or the system, so what else is there on 2k3 that would cause this problem.
