Voltage to CAP module 1

The M7324 instrument the receptionist uses had quit working and was replaced. The CAP module used with this instrument had been working before the instrument failed. I went to System programming and set the CAP1 to the correct intercom station but there is no display as if there is no voltage supplied from the system. Feature *0 shows no response on the CAP buttons. There is no 24 volts at the phone jack. Any suggestions to correct this problem?
 
First check the 24 volt power supply (might have gone bad). Then check the pair that the 24 volts is feeding on (maybe switch to a different pair).
 
The power dosnt come from the system but from the SAP power supply that should be connected to the second pair of the jack. The set is on the red/green pair and the Cap power is on the yellow/black pair and if you have a second Cap on there the power would also be on the Blue/white pair of the jack.
