I think a CS2100 may be outside the CS1000 and Norstar realm. There may be a few gurus on here that know about a CS2100.

Yes CS2100xa core will run the 6x21 will drive digital phones, 5316's, 5008's etc. The 6x17 are your analog line cards. As long as they still have a LCM cabinet of some sorts be it a LCM or an LCME they will be fine with those cards.

You can go into servord and do a qhasu for the card type of 6x21 or 6x17 and it will tell you your spare slots. Or just go to table LNINV and do a format pack then a print all. This is post all your LEN's currently programmed in the switch and you can change the card PEC code and then swap the physical card to switch it from a 6x17 to a 6x21.

Yes I know the 2100, it is my primary switch, thus why I am alway confused on these tiny 1000's . . .
