VM Pro 4.0 reporting too few licenses

After upgrading to 4.0(5) from 3.2(55) we found that even though we have liceses for 24 VM ports that the system status was reporting only 4. There was an alert in system status:
They system was unable to connect to the Feature Key server. Feature key server IP Address 192.168.0.151 (correct address)

I checked the license server in Manager and it was correctly pointed to 192.168.0.151

Anyone have any ideas?

try stopping the keyserver service, then remove the dongle. Uninstall and re-install the keyserver, re-sttach the dongle and reboot

problem is when you upgrade it helps to stop the keyserver services before you start an upgrade
 
that won't work
if the keyserver don't work you won't have 4 ports instead of 24
check with monitor if there are also 4 or 24 ports
