I have setup a new Vlan, vlan propogates throughout the network equipment, I have set up a few ports to access this new vlan but the end devices cannot see each other.
Please advise.

Can you be more specific about your problem? have you created VLANs manually on all switches or are u using VTP?

Have you created the trunks between the switches?

Have you issued the switchport access vlan X on the switchports?

Can you post your configs here
