Virtual Mailbox said "out of service"

Hi,
im currently looking to setup a virtual mailbox (without any phone connect to the line) with an outbound redirection to a cell phone.
the mailbox is setup in our callpilot web access and the outbound transfer is suppose to be setup correctly. but when i try to call the extension of the virtual mailbox i have the message "hors service" its french for "out of service".
my system is a nortel norstar but i dont know much about the system information. i have a coordinator guide for SCI modular system 4.0
does anybody know what should i do to enable that mailbox?
 
my problem is not how to transfer in the mailbox but how to activate the virtual mailbox that says that its out of service
 
If there's no phone connected you can't call the extension. It will give you "out of service" as you found out. When setting up the mailbox press * at the extension prompt to assign no extension to the mailbox. To access the mailbox internally you'll dial F981, press * to get a Log: prompt, then enter the mailbox number and password.
