When writing a vector, what is the difference between setting the coverage to Y or N?

In a nutshell, if the call cannot follow the route-to command (for whatever reason), if COV=N, the call goes to the next step in the vector. If COV=Y, the call leaves the vector and goes to appropriate coverage path for the route-to digits.

More detailed information can be found in Appendix I in the Call Vectoring and EAS Guide.
