vb.net 2008 express will not compile under vista

Sigh, I replaced a hard drive, reinstalled vb.net 2008 express and now nothing will compile. I have uninstalled and reinstalled.
[tt]Error while trying to run project: Could not load file "Hello World" or one of its dependencies. The given assemble name or codebase was invalid. (Exception from HRESULT:0x80131047)[/tt]
One label, one button nothing major.
I have tried running as Administrator, still fails.

Ideas?

Did you check and make sure you have the correct .Net Framework?

If not, this will give you compile errors.

I think Vista is loaded with 2.0 or 2.5, and I believe that 2008 uses 3.0 to 3.5.

Just a thought.
