Most disk check utilities like windows scandisk will read test a drive then mark the areas it can not read as bad. This is inadequate since there are times when you will find areas that can be read from, but cannot be written to. I am looking for utility that will do a read/WRITE test and mark bad sectors \ clusters.

Most manufacturers offer downloadable utilities that do that.

You may also want to look at SprinRite from grc.com as it will do a full drive re-write, moving any data it finds on bad clusters and marking the cluster bad as it goes.
