Using Tapi to prefix account code dialing out

We have an IP office 406
We use a tapi interface to talk to our application software and pop screens for inbound calls. We can't get the system to prefix dialling out with an account code. You just get an 'unknown number'message. It works when we dial with the handset. We think it's because the system needs a pause once the account code is in before it dials the number. we have tried the standard , but it doesn't seem to work.

any thoughts?
 
Have you configured your application to dial 9 to seize a line like when you dial from the handset?
 
No. You don't need 9 for an outside line.
