Using Nero Burning ROM on 2003 Domain Client - No Rights to Burn

Hello. I was hoping someone would have an answer for this one:

I am currently running a Windows 2003 domain with XP workstations. The workstations has Nero Express Burning ROM on them. When logging on with administrator rights, the workstations are allowed to burn. When logging on as a domain user, the workstations are not allowed to burn. I cannot seem to find the security setting for in 2003 or the Nero software to change this. There is something in 2003 where I can disable and enable burning rights within Windows Media Player, but this does not affect third party software such as Nero. Can someone suggest a resolution?
 
You need to make that specific user a Administrator of that particular machine
