Is it possible for MS Project to monitor the anticipated number of training courses delivered together with forecasting the requirements for resourcing those courses? Thanks
The answer is Yes. Schedule each class as a task within the master project. Each class has a start and end date with Fixed Work and Must Start On and Must Finish On constraints. If the class capacity is 10 students and the class is 3 days, assign 30 days as the Work and assign each resource a maximum effort of 1 day per calendar day. The class is "available" whenever the assigned resources are over-allocated. When allocation reaches 100%, then additional resources require a new class to be added (or you can let 11 people into a class of 10 at your choosing). This is bass-ackwards from how Project is intended, but it can be done this way.

You're going to have a give me a lot more to go on. How would Project know how many courses? Is one course taught by one instructor? Two instructors? Project can alert you if you have more resources assigned to tasks and the assignment units (peak) exceed the maximum units. You cannot set both a Must Start on and Must Finish On constraints to a single task - so I'm not sure where John is going with his idea.
I don't know enough about what you need to be more precise.
