Using mouse wheel to move vertical scroll bars

the borland application of the windows api,
specifacally the mouse part, should take care of
itself. in one application I am working on
I have a stringgrid and the scroll mouse usage
works with no help from me specifically. similiar
results with tmemo and trichedit. no "me"
intervention is required.
