Using a Running Total in the Group Seleciton Formula

I am trying to use a Running Total in the Group Selection Formula, but get the error, "This formula cannot be used because it must be evaluated later". I tried using the EvaluateAfter() function, but it resulted in no records retrieved. Any advice?
