Users delete public folders by accident - how to stop

We have a dozen or so email enabled public folders that different people are assigned. The people need to move and delete the emails that come into these folders. The only way for them to delete and move emails is to give them Owner permissions to the folder.
If there is one email in the mailbox when they open the emailbox, the email looks like it is selected, when in fact the folder over in the navigation pane is selected. They press del and the entire folder is gone along with all the subfolders.
This occurs reletively frequently.
Is there a way to stop this? Or any brainstorming ideas out there that may prevent this?(Training unfortunately is not the solution.)
