userinit.exe not responding on WS shutdown

Everyone in my domain has been getting the following error when trying to shutdown their workstation - userinit.exe is not responding. It's also causing issues with opening some applications. Everything I've found @ Microsoft has to do with Term Svcs which I only run on the DC's for remote admin. Does anyone know what this is and how I can fix it?
